How do i make a login screen in html?

i am making a website and i need to make a log in screen. i know that it has to be directed to find if the user name and password are valid and then let the person through but i dont know how to set that up.

I'm not sure it's possible with just html. As far as I know, you need Javascript for pages like that. But if there's a way, I'd sure like to know!
