Connect the WAN jack of the router to your modem. Turn the router on. You should be able to connect to it.
call your ISP tech support, they are very experienced at helping people configure these devices
That's strange you should just plug it and everything should work. Maybe you need to select a different frequency/channel or maybe your far off from the router. The ISP isn't to blame unless its a hybrid (internet modem and wireless in the same box). Take your time and go through things and you might find the problem, because most problem are solved bye going through the list.
PS What is the routers model number?.
